So these patterns have nothing to do with the so-called “civs”? They are just generic Chinese symbols.

Traditionally, the dragon, phoenix and tiger are the symbols of Shu, Wei and Wu respectively.

This is the result of a long-term creation. In Chinese culture, dragons and tigers, dragons and phoenixes are described as two powerful beings fighting each other.
Wu was known as the “Jiangdong Tiger”, which you can see in their unique technology “sitting tiger”
Shu is considered the successor of Han, and the Chinese use the dragon as a totem for the Han people.
Wei’s Bronze Bird Terrace(铜雀台) is very famous, Because of this, they are always considered to be the incarnation of the Phoenix.
Another version is that the three Zhuge brothers,“ 蜀得 其龙,吴得 其虎,魏得”,Wei was beautified and got the Phoenix
In general, this is an inherent concept that is easily accepted by the Chinese, but they did not reflect it in the original Romance of the Three Kingdoms. It is more common in Japanese games. Especially the Dynasty Warriors series
