Abbasid Preservation of Knowledge inconsistent/incorrect discounts on outpost/dock/keep emplacements

Hello, I noticed that the new Season 4 Abbasid Preservation of Knowledge now affects Outpost and Dock emplacements (see screenshots)

DOES apply to Keep’s Boiling Oil technology (see screenshot)

but does NOT apply to Keep weapon emplacements (see screenshot)

I’m wondering if the new Season 4 Preservation of Knowledge is intended to affect weapon emplacements and dock weapon emplacements at all?

Clarification would be appreciated.
