'Access secondary UI pannel' hotkey not working for Abbasid

As you can see in screenshots below, ‘Access secondary UI pannel’ hotkey not working for Abbasid with infantry units. Only tested on spears and MAA. It’s just blank. I remember a game I played earlier today with other civs and it seemed to work. It’s working fine for buildings.

It also doesn’t work for English when you have a castle selected with other buildings in the same group. You need to tab along to the castle before it will work.
