Achievements for fishing ships and Condottieri don't work

Issue:

I have tried to get the achievements for building 30 fishing ships as Japanese and training 1,000 Condottieri as a non-Italian civilization. Even when I double these numbers it doesn’t work.

Reproduction Steps:

  1. My settings for the match
    Infinite Resources
    Post Imperial Age as starting Age
    Fast gameplay
    All Visible
    500 max Pop
    Turbo on
    Full tech tree OFF

I play Japanese and my ally is Italian
