Adding New Civilizations

I’ve added new many civilizations from other Age of Empires DE series so I need to add as data mods, how can I do that (e.g. Indians, Spartans, Yamato, Norse, Russians, Germans, Dutch, Choson, Greeks and Lakota), but not to replace the Britons civilization

You cant add any new civis,can only replace the current once with edited new civis.

This is what Im also saying,you can replace any current civi with a new edited one.
