African civs on a post imperial start don’t have stranger’s quarters (equivalent to immigrants) researched, unlike all other civs that start with this tech and can get 110 pop from the beginning.

Ethiopia and Hausa have to spend influence to do this. Is this intended?

Here’s the steps to reproduce the issue:

  1. Pick an african civ and start the game in post-imperial.
  2. See that Africa starts with 10 pop and stranger’s quarters not researched.
