I use to play with an AI ally in hardest, and got a bug multiples times: when its forum is destroyed and all its peasants are killed, I repair its forum and make many donations but it doesn’t produce any peasant and just produces some scoots and soldiers. So basically it is dead. But when I destroy completely an AI enemy and its AI ally repairs it, it produces peasants and grow again.
