Issue:
When playing a game with both human allies and AI enemies, on maps that are predominantly land but include bodies of water such as lakes or even small ponds and rivers, AI enemies tend to expend resources on building numerous ships where it makes no sense. Often this is at the expense of building their civilizations, which sometimes never advance into the third or fourth age, and often are only partially constructed.
Trigger Event:
Playing a game between human players and AI enemies on a map that is primarily land, such as MegaRandom. If the map includes some bodies of water, but is not primarily a water-based map, at least one AI enemy will focus inordinate resources on building boats while neglecting their towns and age advancements.
Repro Steps:
- Follow the steps descried above under Trigger Event.
- Most of the time when playing under the conditions described, one or more AI enemies will exhibit the behavior. Whenever this happens – which, again, is most of the time – the game is far less enjoyable because the enemies rarely if ever raid beyond the first age and have such underdeveloped civilizations and weak militaries that they can be destroyed with minimal effort.
