If the AI has the Mongols as a people, it absolutely does not get along with the people. I already know this bug from the BETA. Have you already observed this?

Thank you for reporting @An9ryCJ. Do you have map info for this match? Do you know if any mods were used?
If you mean how sometimes the Mongol AI does nothing from the start, it’s likely because there was no stone nearby. They need to be able to see stone when starting off, or else they just do nothing. This is from what I remember happens when the game was first released.
