AI Plays Sacred Victory Regardless of Win Conditions

Self explanatory. This has been an issue over the past several patches. Win conditions can be set to Landmarks, Wonder, or even none, and the AI will always play for Sacred victory. AI will capture all sacred sites as quickly as possible, and expend all their stone surrounding them with castles and towers. This leaves their town mostly unprotected and easy to defeat on any difficulty. Should any sites be contested, the AI is hellbent on taking them back, sending their entire army out.
