It would be a cheat, like Photon Man or Sharktazor. No need to make it a permanent mod.

Also, AoE1 Dragons just replace birds, they do not attack.

Now I see the point. As a cheat it’s completely fine.

I thought we were talking scenario units that would fight and are not cheats

You can add cheat units via scenario editor: Cobra, Photon & the Monkey are available there. What is the difference?
