Issue: Golden Horde is able to construct multiple wonders in Standard Skirmish

Trigger Event: Just playing the game as Golden Horde, you can build multiple wonders if you have enough resources for them. In the game I played today, I was able to build 3 wonders
(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)
Repro Steps: Play a Standard Skirmish game against AI
