The last time I tried to host one… or even join a lobby with a scenario/mod it took 2000000 years (metaphorically speaking) for the map/mod to download or it simply would not download.
And it was not just me in the lobby. Everyone took a very long time for the map/mod to download.
I ask because I like to play non-meta games a lot. AOE 2 2013 seems much better for that sort of thing.
