They seem like they counter even the Gurjara camels, which makes generic camels useless against them.
They’re also supposed to die to skirmishers, but Rathas can switch to melee mode and take them on thanks to their attack bonus. And not every civ gets elite skirmishers either.
I think something needs to be done.

The blue guy is just under investing when red is massing Rathas. He has only one stable then 2 stables after forever. If he would have produced faster, he would have win that.

They are not using anywhere near the amount of Ratha that their opponent is making. Leitis will lose to Teuton Paladins if they are vastly outnumbered.

It just happens to be really good for being spammed (wood+gold) having minimal hard counters and combined with Bengali’s bonuses.

Yes. The Bengali villager bonus might also make it impossible to prevent fast castle Rathas on Arabia.
The answer is yes and no. Rathas are overpowered for a short period in early castle age and then for the rest of the game become a balanced unit. Devs have already made changes(nerfs) to their castle age version but I think they are taking it slowly as they don’t want to make it useless like it was on launch.

Its just his playstyle, doesn’t mean Rathas are OP. The real overpowered units are the ones commonly produced by many players in S-tier events. You should try out the units like Rathas yourself to see how difficult it is to do the fc uu build, their drawbacks and how clunky they are to use.
