Hand-to-hand yes, they are weaker, but an army of those chariots can do a massive damage to enemy base (they damage adjacent enemy units/buldings) or enemy troops. But of course, a group of phalanx/centurions can crush those chariots instead…

Of course mate, no gold cost means that when in long skirmishes the map runs out of gold, you still can produce scythed chariots massively. And in addition, they damage adjacent enemy units!! A huge spam of those chariots is a huge problem for anyone, unless you have a very-well fortified tower spam, lots of phalanx, or ballista-defended base.

Scythe chariots are the best, they will win in fights vs. cataphracts as well. But their main use is to raid the enemy base. Cataphracts on the other hand are laughable and never worth the cost to make.
