Arena map gen: One boar only

Map generation bug:
In arena map, there should always be two boars inside one’s wall. But in the attached ranked replay file, one of the player only gets one boar.

Here’s the steps to reproduce the issue:

1. Start a ranked game with Arena map.
2. There are some chances you get only one boar inside your wall.

There should be two boars inside my wall.
