Astronomical Clocktower not affected by Military Academy

The Astronomical Clocktower acts like a siege-workshop with all the associated units and technologies, but it is not affected by Military Academy research from the blacksmith.

For comparison, the French College of Artillery is affected by Military Academy (-25% train time), while the Astronomical Clocktower isn’t.
