Back Town Centers and back resources do not spawn with equivalent mirroring. Sometimes TCs spawn with diagonal mirroring (or reflected over the origin center point, in other words) , while the resources are mirrored via a flip over the horizontal plane. In effect, one player’s back TC will spawn with no resources while opponent’s TC will spawn with the resources near the TC.
It’s easy to see in the photos how the resources and the TCS are utilizing a different mode of reflection that results in imbalance. Only one player has their Elephants + Gazelle + back Gold near their back TC. This happens on other maps as well.
