Bad relic animation for citizen hero

Issue:

When an Atlantean citizen hero carries a relic, the relic moves and clips weird through the unit’s model. It should probably be sitting on top of the mule.

Repro Steps:

  1. Pick up a relic with a citizen hero.
  2. Move the unit.
