As the title says, Berber Nomads collect export when they are made by an Asian civ and being idle.
They don’t collect export when garrisoned inside buildings, however.

Here’s the steps to reproduce the issue:

  1. Choose any Asian civ and make Berber Nomads from a native trade site.
  2. Let your Nomads idle
  3. Profit

Idle villagers shouldn’t collect exports.
