BEWARE, if you activate the PUP while the skin reward is being achieved, you won’t get to keep it, not after the PUP ends.

The skin will be active on your main account once the PUP goes live. There is a fix in the new patch that is intended to fix the ongoing issue with monthly event skins not unlocking. If it unlocks in the PUP, then congratulations, you just successfully play tested the fix and it worked for you.
Edit: since the new patch launched on live servers, this has corrected the problem for me. I’m still having issues with the game not wanting to tell the event that I’ve played a game, but the explorers are working. Check it and see if the patch fixed it for you.
