A good question. If I had to guess, I’d say it blocks their chat from you in ranked games, and probably stops them joining your lobbies. But it shouldn’t stop you matching them in ranked games.
But that’s only a guess.
So I’m wondering if he’ll stop appearing in the same games with me?
My guess is that he won’t stop appearing in ranked games, because it would be too easy to abuse a “block” button to block an opponent whom you face regularly who’s just able to outplay you. But again, I can only guess.

I checked. Nope. He shows up on both the enemy team and yours too. Too bad, that would have been fun.
