Make towers a bit more like semi-town center. Like increase villager garrison to 15 (but cap the villager fire as 5 when more than 5 villagers garrison).
Allow it to be universal drop-off point.
Allow to research town patrol and town watch in tower.
BBT imo is far better than watch tower-line.
