If a British player revolts to South Africa and ships the 2 Bank Wagon card, they can’t use them to build anything.

• 100% of the time / matches I play (ALWAYS)

Here’s the steps to reproduce the issue:

1. Start game as British
2. Revolt to South Africa
3. Ship “2 Bank Wagons” card

EXPECTED RESULT

The player should be able to use the Bank Wagons to build Banks.
