[BUG] Elite Army Tactics damage disabled during charge

Elite Army Tactics is the university tech that gives melee infantry +20% damage and +20% health. Melee infantry units also innately have a ‘charge’ which gives them a temporary speed boost to gap close when attacking enemy units. During this ‘charge’, the +20% damage from Elite Army Tactics is disabled, causing the first hit of each engagement to deal less damage than a normal hit. The +20% health remains intact. As soon as the unit gets its first hit off, the +20% damage returns. This is not merely a UI issue, it is actually dealing less damage.

To reproduce: Make a melee infantry unit. Research Elite Army Tactics from the university. Attack an enemy unit. Watch your unit’s stats change when it charges.
