[Bug] Megarandom Gives Chinese Too Many Villagers

Issue:

Had a game of Megarandom where it gave everyone twice as many Villagers to start with. As a Chinese player I had 12 starting villagers compared to everyone else’s 6. This was such a huge advantage that even if this isn’t a bug, I feel it isn’t right.
