[BUG] No limit on how loud can overlapping instances of the same sound get

Issue:

From what I’ve noticed, there is no limit on how loud can sounds get when there are multiple instances of it, this is especially noticeable with large numbers (30+) of Hand Canonneers (a LOUD bang for each volley) or piercing infantry (the clinking of eagle warriors or pikemen can get really annoying in large enough numbers)

Reproduction Steps:

  1. Produce a large number of Hand Cannoneers or Eagle Warriors
  2. Set them all to attack a target at the same time
