[Bug] Techs Are Not Smart Queued Between Buildings

Issue:

Select a bunch of a type of building and research multiple techs. All techs will be queued on a single building instead of spread out.

Reproduction Steps:

1. Select multiple docks and research the techs
2. Find all techs are queued on a single dock
