[BUG] You can sail in dry sand river in valley map

Issue:

On the valley map you can build docks and boats can navigate on the sand of the dry river, this is not a problem of the latest version, it also exists in age of empires II HD and in this game it exists since beta.

Reproduction Steps:

  1. build a dock in some existing water space in the dry river
  2. train any ship unit
  3. sail the dry river
