Building icon (limited/restricted) no logner red out to show it’s limited, still shows available

in video, shows example for both limited unit as well as limited building, both restricted to max just 1 at any given time.

when unit is trained, the unit icon is red-out indicating inefficient resource which should apply to building icon as well but doesn’t
