Byzantines have the Conscriptio influence ability on their Cisterns, but it’s only supposed to affect military unit production.

When a Market is in the influence of a Cistern with Conscriptio active, Traders produce faster, but it’s not a military unit.

Cistern - Conscriptio Description : Military unit production rate increased +20%/+40%/+60%/+80%/+100% by Water Level while within the influence of a Cistern.

that’s powerful buff even if it’s 20%, did you tested that on docks?
