Issue:
When zooming, you can only be at either min zoom or Max zoom. Attempting to set the game to anything other than this will result in it zooming to either min or max distance depending on whether you are zooming in or out.

Just happens naturally.
Repro Steps:
Use the Mouse wheel to zoom in. I am specifically using a Logitech G502 Hero. The Scroll Wheel “Lock” is on, so it’s not spinning indefinately.
