Can not enable some DLCs purchased on new computer. I got a new computer, installed game along with DLCs but some of purchased DLCs are not showing up a available.

Did not do anything specific. Just installed a game along with DLCs but those are not appearing to be enabled. Went through normal troubleshooting steps already including complete wipe of OS and starting from scratch.
Noticing that shortcut to launch AOE3 is actually pointing Microsoft Store Package Dependency installer, not sure if it matters or not.
