Chinese can train czapka uhlans in their fort (chinese can built a fort with russian consulate allies)

I am not quite sure if german allies caused it or the USA enemy. Anyway, i could train uhlans in my fort.
Here’s the steps to reproduce the issue:

1. Build fort as chinese
2. Get german ally (Or play with /against USA)
3. Can train Uhlan in fort (intended?)

I didn’t realize this was a bug lmao, I just overran the US dude with Czapka rofl

Americans are kinda iffy into heavy cav and unit spams.
