No you cant ban people. You can only report them, but that will only mute the chat. You can still be matched against those players.
If i was you and you notice the same player is dropping frequently, then i suggest to report the player. This way the devs might ban him for quitting early for no good reason.
I probably do know why they quit after a few minutes: If you quit in the first minutes, then you get the automatic penalty. If you do it after 5 minutes, you dont get this.
It has been an odd thing for many multiplayer video games, not only for AoE. People can report/block an individual, but the matchmaking systems do not take part of this, to exclude that individual from future matches of those who have reported him. I first thought of it while playing LoL (leading game in matchmaking systems) in mid-2010s.
Then I think punishment should be working after the game starts. In rank AOE2, if you are not 1900 ELO+, nothing can explain that a bad start imply the decision to early quit a game.
You lost a villagers VS boar, you killed a boar with forums, someone lamed your sheeps, even deleting a forum by mistake… There is still a way to recover (especially in team game).
Quitting a game should be forbidden in the first let’s say 5-6 min and imply some punishments till 24h withoult playing rank (First time 5 min, second time 30 min, third time 8 hours, then 24 hours).
The idea is to punish the serial quitters, not the guy who rage quitted one time in his life.
Issue is that people will just delete their units instead, and be defeated. You need to remove deletion, as well as resignation for the first X minutes, and do it only for ranked if you want something like that.
But, there is another problem. Especially after some patches the game is hardly bugged until hot-fix. It happened to a me a few times: the game crushed during loafing a match and kicked mi out to Windows, so I get punishment…
You wont get punished for the first time. Only for your second time. And there seems to be some cool down period as well. So it might reset every month. So you get an option to rage quit every month or so without any penalties in the current system.
