You need an AI script for that. Set the strategic number for wall targetting to 0, so instead of 1 like in my screenshot, you would have a 0:

No, you can’t do it through the scenario editor. Well, I guess you could try using the trigger to disable object targeting, I’m not sure what the AI would do about that.
