Can't enqueue 'unload' on a transport ship

Issue:

It’s impossible to enqueue (by pressing shift) a unit action like unload for transport ships or patrol for units

Repro Steps:

  1. select transport
  2. shift click it to move to a coast
  3. shift + unload hotkey to enqueue unload
  4. unload doesn’t get enqueued
