I do more 3v3 and 4v4 so I was wondering if there will be a frame work in the future for this or will the devs just balance for 1v1?

Oh boy… I wouldn’t expect anything like that before 2023

95% of game communities now are on discord. So there’s not a lot of point to try to support them in game, as most people will still just use discord.
clans in aoe3 were mostly used for tagging player names in games so when you are playing you knew your opponent was in which clan
