Can't Get the Discount for 2013 Edition Owner

Issue:

I’m in Korea, and I cannot buy the game with the discount for the 2013 edition owner. Steam store doesn’t offer me AOE II: 2013 & DE bundle here.

I believe this is an issue because I had the option of buying the game with the discount when I was a beta tester, but I couldn’t buy it for myself since I was already considered to have owned the game by Steam then.

Reproduction Steps:

  1. Own the 2013 edition.
  2. Go to a country where the 2013 edition is unavailable.
  3. Look at the Steam store page and find out that the 2013 & DE bundle is not there.
