Can't override patrol by rightclick

Usually, when you target patrolling units with a right click, the patrol will stop. In the situation described below, no amount of right clicking on a nearby building will stop the patrol, and in fact the units don’t react to the (spammed) right clicks at all

Here’s the steps to reproduce the issue:

1. Do Red Phosphoru style patrol stacking to attack building
2. Try to target units that are still moving onto building
3. They don’t react at all
