Can't put relics into fortified churches

If you’re playing as a civ other than Georgians or Armenians you can’t put relics into fortified churches you happen to own as you do with monasteries.

Here’s the steps to reproduce the issue:

  1. Create a new scenario with a monk carrying a relic and a fortified church owned by the player (whose civ must not be one of the two that normally have access to the building).
  2. Test the scenario and try to put the relic into the fortified church.
  3. The monk can’t garrison the relic.

Shouldn’t one be able to put relics into fortified churches even if they’re not playing as Armenians or Georgians?
