Current “The Mercenary Contractor” (Age III) politician is almost useless for Swedes because of their civ bonus with similar effect and Age IV card that even better. So maybe better change his bonus for Swedes.
My suggestions:

Splits mercenaries build cost between food and coin (for example jaegers will cost 100f, 100c instead of 200c)

Reduces mercenaries build cost (smth like 10% reduction)

1 saloon wagon, +1 saloon build limit and adds attack action to saloons
