China TC spawn villagers endless in scenario editor

If you use the scenario editor use civs China,when you quit and reopen the aoe2scenario the TC will spawn 3 villagers each time.
So if you reopen many many times,it will spawn dozens of villagers like the picture below.

  1. open scenario including civ China
  2. save and reopen again
    3.repeat

It is affecting Mayans and Incas as well. I tested a scenario with Mayans. The test had one extra villager. When I finished the test, the scenario editor also had that extra villager.
