When you have 3 TC’s with china, you cant send the card 1 Town Rikshaw + 5 vills.

Here’s the steps to reproduce the issue:

  1. start in postindustrial
  2. build 3 tcs
  3. attempt to send the card

being able to send the card, when having 3 tcs already.
