Citizens won’t respond to commands, but the enemy game continues as usual. I have tried this with every imaginable combination of scenarios and deleted and reinstalled the game to no avail. Does anyone have any ideas?

By Citizens, do you mean villagers? Are the keyboard and mouse working properly? Do you have a similar issue in any other game?
I recommend you to verify integrity of files in Steam>Library>AoE2>Properties>Local Files.
