I don’t really like it, I prefer aoe to have its civs the “standard” way, but I can see the logic in it…
The main problem is that at this point the already released civs will not be changed, especially because joan it’s not like a civ6 leader (basically a figurehead and a couple of bonuses) but heavily rely on the hero mechanics, which would need a severe rework and rebalance of the existing civs.
A middle way that could have made the joan Civ more coherent, would have been to design every variant (and just the variants) after a historical figure. Like the french have joan, the abbasid have saladin, the HRE barbarossa, the english richard the lion heart, the byzantines belisarius, and so on…
At this point it should have probably been a standalone DLC, and included more than 4 civs. Not my favorite option, as I would have preferred that all civs are like the but it would have been presented way better than this DLC…

You just get confused by the name.
Its just the name of the game selection. And for simplification it says only Jeanne Darc. But the selection isn’t necessarily a civ.
The name of the civ is still French…

For all intents and purposes she is a civilization.
Let’s not ruin other civs with this awful mechanic taken from other games to justify this one. Better yet, we can scrap the variant civs idea entirely and make new civs that are actually unique. With the additions of Byzantines and Japanese we will only be up to 12 unique civs. There are countless other individual civs that have not yet been represented yet but we are getting incoherent, recycled content that is being marketed as new civs to save money.
