Issue: The ordering and binding of unit hotkeys when selecting multiple buildings changes depending on which building started building first. The ordering should always be the same (rax before counter rax), or depend on the order of which building was selected or added to the control group first.
Repro Steps:

- build rax
- build counter rax
- select them by clicking or through control group
- observe unit hotkeys and ordering
repeat steps above but with 2. before 1.
