Some of the European nations have had their flags changed in the consulates of Asian nations such as the Chinese, however in the tech progress box it shows their flag being the old flags, not the new ones.

But here in the progress bar, it appear the Russian allies is now using the old flag
This is confusing for the Chinese consulate, as the Germans use a new Yellow flag that looks like the Russian original flag and the Russians old flag in the tech progress bar makes it look like you picked the new German flag.
For the Japanese, their dutch allies use the old flag instead of the new orange white and blue
