Converted Malay Harbour cannot build ships

Here’s the steps to reproduce the issue:

1. Put a Malay Harbour in the scenario editor
2. Send 20 monks or one single monk with a lot of HP with Redemption to convert the Harbour
3. See that there’s no option to build any ships.

• Put a Malay Harbour in the scenario editor

The issue here is not about converted Harbors, it’s simply that placing Harbors directly in the editor without Thalassocracy won’t allow to train ships from them, even for the Malay player.

A harbor can only train ships after Thalassocracy upgrades docks into harbors. Before that, Harbors are just empty shells, just like castle age archery ranges are useless if you unhide them and place them directly in the editor for a feudal age player.
