When playing with an AI ally, how can we tell it to take certain actions. For example, how do we tell the AI to attack another player?

I don’t think communicating with the AI is a thing. At least I’ve never heard of it anyway.
You cannot in AoEiv sadly, however if you are under attack you can flare your base and a.i will come to the flare location if it has units to spare. But for actual commands and requests like we can do in other AoE games that feature has not been added. No idea if they plan to add it, a.i is quite poor in this game.
